Question New PreBuilt System/Internet/UI Issues.

Recently bought a new pre build from NewEgg. PC built by ABS.
Specs:
MB: MSI Pro B760 VC
CPU: i7 14700F
GPU: MSI RTX4070
RAM: 32GB TForce 6000
SSD: Kingston 1TB
PS: ABS 650 80+ Gld
OS: Win 11 Home
Have had for two days now and have ran into multiple issues. First issue was constant connection drops whether hardwired Ethernet or WiFi. This ranged from dropping downloads to only being able to have a few things load before running into could not find IP server addresses. I.E. Only able to download 1 game through Xbox app and have maybe 2 web browsers open and loaded. And then when I try to add a third browser tab it starts saying can’t find IP server. My attempt to fix was buying brand new TP Link 4400 Router to replace my Linksys EA6350. Current Modem is 2Gbs Surfboard. Did not solve problem. My ISP is Cox Gigabit and all my other devices maintain connection with high speed perfectly fine.

Second issue is functionality seems off. I will go to search something in the Taskbar search and when I click on what I searched nothing happens. No loading cursor icon or anything. Then I will go to click on Desktop to get the windows search to go away and it stays enlarged until I tap ESC on keyboard. Normal function is you should be able to click anywhere off of the search app and it should go away. File explorer and other apps like the power setting and volume panel were not loading when I would click or hover on them. And just general windows apps not wanting to load or function. Even task manager popped up half way loaded in and just stayed that way until I force closed it. My attempt to fix was restarting Windows Explorer Task in my Task Manager. That seemed to help for about 2 min and then back to not working properly. At this point I just shut the computer off.

Next day I attempted to start up my PC. I was met with a lit backpanel and a loading cursor that rolled forever and computer would not fully boot. I Power cycled PC and same issue. I then Entered Advance Startup and did a system restore to before I downloaded anything. PC loaded up just fine and ran the Win 11 Update and start up was as fast as when I first started it a few days prior. I Have tried running NordVPN for connection issues. Doesn’t help. My antivirus shows no malware detected. I imagine my Hardware isn’t to blame but I really don’t know how to tell and I cant afford to buy a copy of everything and switch components to see if it’s hardware. Everything is telling me possible Bad OS install or Drivers so I figured the Restore would have fixed it if it was a bad OS install and I used MSI Center which came with the MBoard to check for and update drivers.

I am constantly watching NZXT Cam app and Task Manager to monitor Hardware performance and nothing ever seems to go above 15-20% of CPU or Ram usage.

Only while running 3440x1440 Max Ultra Graphics on triple A titles will my GPU use 90-100%. During these gaming sessions I have seen CPU reach 50-60*c and my GPU at 100%load runs about 70-75*c. Some of the above issues are intermittent and some won’t go away until I restart PC and even then they still persist sometimes.

I know it’s a lot of info but I guess my questions are have I missed troubleshooting something, is this just a bad build I.e. conflicting hardware, and last but least likely am I trying to do to much for the hardware that’s installed. I doubt the last one because 8 years ago I had a iBuyPower with AMD APU and 8Gigs of ram No GPU and it never seemed to struggle the way this new PC is. Also I had maybe 10Mbs speed on the old AMD PC 8 years ago with that AE6350 router and could download WoW and have 10tabs open at same time so I don’t think with my current Modem/Router/ISP Gigabit should be having bandwidth issues.

check windows with dism commands
check windows event manager for errors
manually update BIOS of the motherboard within BIOS (don´t use msi center)
install drivers manually as well, especially the network and chipset drivers, as well as the intel management engine driver

Is the network connection set to private and not public?

if all doesn´t work out, RMA the PC

My network is set to Public Network. Ran DISM (CheckHealth and RestoreHealth) and It says Restore Op Completed And No Component Store Corruption Detected. Searched Event Viewer for Errors and found numerous errors in System and Applications. Am I looking for certain errors to diag problem? I am about to update bios and Drivers manually.
