[SOLVED] New processor, and a million steps to install

I have a dell T3600 pc with an e5 1603 cpu, and now bought an e5 2670 v2, according to dell, my socket type which is 2011 would be compatible for the e5 2670v2, but when I installed it, there's a blank screen.
Installed the old 1603 to see what's up, turns out i need BIOS 2.01.0002 or later, so I went to;

And there's a ton of steps I must follow, I don't know what's an efi shell, how'd I go into it? I updated my dell bios from a13 to a18 and still to no avail.

I don't see an option to go into the efi shell (which i assumed is just cmd in the bios when i press f2), and then what?
