I5-10400 comes with a stock intel cooler that will do the job.
You can always change the cooler later if need be.
I would omit the hyper212(which may not fit anyway) and use that part of the budget to buy a 1tb intel 660P m.2 nvme ssd.

I built a similar system for my son using a i3-10100.
FWIW, the integrated HD630 graphics was good enough to run a 4k monitor at 60hz using a displayport connection.

I'm setting up a new build for my brother. He will use it for simple productivity tasks. Can you rate the build?

The build:

Corsair Vengeance LPX (16GB 3200mhz)
Samsung 860 EVO 500GB
Be quiet! System Power 9 500W
iiyama G-Master G2440HSU-B1
Intel Core i5-10400 - Processor
CoolerMaster Hyper 212 Black Edition
Gigabyte B460M D3H

I've chosen Intel over Ryzen because of the internal graphics.

As much as im aware im pretty sure ryzen APU's are much better for productivity and have much better graphics.Nothing wrong with the i5 10400,but i think something like r3 3200g which would be cheaper has better internal graphical performance.

500Gb won't last long if you plan on keeping projects. I've got that much just in photographs of the kids.

The Q300L supports coolers upto 159mm, the Hyper212 series generally hits at 160mm, that'd be a tight squeeze. There are better options. For that cpu a M9i would work just as well and is somewhat shorter.
