New PSU hums and doesn't allow PC to turn on

Hi,

So my friend got a power supply, the 550W APEVIA Chameleon, to replace the one (which worked just fine) that came with the HP Pavilion HPE H8-1234. We plugged the 24-pin and the 4-pin into the mobo and the sata power cable into the hard drive (all of the same cables used with the old psu). When we turned the power supply on it hummed and when we tried turning the computer on, nothing happened. We did the paper clip test and it worked. We also tested the voltage across the pins, but only got 5V at the pin 9. Maybe we did something wrong, or maybe it's shot. Any help is greatly appreciated.
 
unplug everything you can and test it as a stripped down PC.
Min support ram and GFX card. (well and CPU cooler)

Does the CPU fan turn?
Dose your video card require AUX power? If so, are you providing it?
Are you 100% certain all the plugs in to the MB are correct and firmly seated?

Let me update bjornl's response to you.

Unplug everything and toss that thing in the garbage.

In all seriousness, Apevia is one of the worst brands you can buy. Its likely defective, box it up and return it.

Then, look here for anything Tier 3 or better:

Quick Rule of Thumb, Seasonic, XFX, EVGA (B2/G2/P2 only), Superflower, and Antec are generally good.

Well at least it wasn't brand new. My friend got it from his brother-in-law who's a big computer guy for free. Considering almost everyone is saying to get rid of it, we'll probably end up doing that.
