New PSU poweing RIG, but no boot.

So I decided to upgrade my PSU because I had quite a few times my computer shut off on its own in the past 2 weeks and also my computer would power the gtx970 I bought, but wouldn't boot up with it installed. I read that that can sometimes be a shitty PSU problem, so I figured let's try and kill 2 birds one stone. I had an Apevia 750w and upgraded to a Corsair rm850x. The Apevia is around 5 years old

I have hooked everything up properly and even tryed re-doing everything incase I overlooked something. My computer will turn on, but no post. All components work, CPU fan, my gtx 560 works, my fan in the front works. I can hear my 2 hard drives working along with my disk drive. Now here is the funny part, the PSU fan runs perfect for about 30 seconds then just stops and also the PSU makes I guess what you would call "coil whine", but it is alot louder then any of the videos I've seen. I also want to clarify that I'm not talking about the low humming that happens when you switch the PSU switch on, I'm talking when my computer turns on it sounds like your standing under a transformer and those big power lines. I recorded a video on my phone to try and give you guys and idea and I'm hoping that I'll be able to post it at the end. If not I will try and upload it to YouTube and link in a comment.

I have tried turning the computer on with one stick ram, no ram, with video card, without video card. I've reseated all cables and reset the Cmos battery. I restarted the surge protector. I've tried moving the modular cables in different connectors on the PSU itself. All with same results of everything turns on, PSU fan dies in 30 seconds and instant really loud coil whine.

Sorry for the long rant, I tried to read as many threads and try as many solutions before making a new thread. I'm assuming it's just a faulty PSU because that "coil whine" just seems like something out of this world and I'm pretty sure the PSU fan is suppose to stay on lol. Computers can be such a headache man, thanks ahead of time for any suggestions or confirmations.

 
So after I posted this, I tried throwing my old PSU back into my RIG and am still getting no boot 🙁
Everything turns on and the fan on my Apevia actually stays on but no posting. No beeps no nothing. Now I'm convinced that somehow the new PSU somehow fried the motherboard? Is that possible?
