New PSU, Red CPU LED, No POST at startup

I upgraded my old gaming pc to with a new board, chipset, RAM, and lower/mid range GPU a couple months ago. I used my semi modular 650W Antec PSU from my previous build and it ran flawless two months. I decided to upgrade my GPU to a more power hungry/powerful unit. I decided to upgrade my PSU as well to make sure I wouldn't have an issue. I bought a full modular EVGA 850W unit. I instaled and started it up. The PSU fan turned about 1/4 and the CPU light blipped on. That was it. Everything was quiet. I double and triple checked my connections and they were all good. I tried a few more times with the same result (1/4 spin of the fan/cpu blip).

I decided to hook up my old PSU back up and try it. The fans turned on but I have a solid red LED for about ~5 seconds and it will blink out and come back on for ~5 seconds. The fans cycle on/off with the LED light. I have no POST and the monitors aren't getting any signal to turn on. Did this new PSU come faulted and likely fry my motherboard? Are there any tests I can do to narrow down the problem? Thanks.

Test your motherboard with another cpu.

Which I had a spare. I have a I5 7600K installed. Only other cpu I have is an old LGA775.

Your new PSU, if a good quality one, will probably not spin the fans until it gets hot enough.

It won't spin any of the fan onboard fans. All I got was blip of the red cpu light on the mb. The only reason why I think the new PSU did some damage is because I can hook up my old PSU and it will run all the fans, power up the mb (to get solid red LED) and power up some of the USB ports. It will not POST though.

It could be that you`ve got two crappy psu`s.

The new one that I installed was an EVGA G2 850W. My old one is a Antec TruPower 650W. The Antec worked fine since I got it like 10 years ago. The Antec still fires up the motherboard but it just has the Red LED that blinks every 5 seconds or so. Two reasons I had to upgrade. One is my Antec doesn't have the dual 8-pin modular connector (only has 6 pin connectors) that is needed to power up the new GPU. Second, I just wanted to upgrade the PSU size as I upgraded to a Nvidia GTX-1070 FTW gpu from a Nvidia GTX-1050 gpu. It draws about double the juice and I didn't want to stress a 650W PSU at all. I'm worried that whatever happened might have taken out my GTX-1070 GPU as well.

To clear things up, all I did was install a new PSU and GPU. That's it. For some reason the new PSU didn't work out of the box (I should've tested it....which I'm regretting now). I won't make that mistake again. It appears like it may have taken out the motherboard or the CPU or both. I'd like to be able to narrow it down if possible.

The EVGA G2 is a good unit so unless it's a DOA then we can rule that out. Also as the Antec is also not a bad unit, none of the PSU should have damaged anything other than them self as they both have all the needed protections installed. For the PSU size you could have done with 550w as that would be enough.
This could possible be a faulty mobo.

Thanks for the help. I have a new motherboard coming (be here tomorrow). I'll install it and see how it goes. I have another CPU coming as well and I hope I don't need it. I'll send it back if I don't. I'll test the EVGA when I get home tonight to see what votages it's putting out. I just don't understand why the Antec will get the system fans running and fire up the motherboard yet the EVGA won't do anything but blip the fan onboard PSU fan the red CPU LED on the motherboard. Any ideas why this would be?
