New psu wont boot with hdd

Ok so I'm kinda a PC noob but I recently got a new psu( evga 650W BQ 80+ bronze) replacing my old corsair 550W and I noticed that it eould not turn on. After some troubleshooting i realized that if i unplugged the sata power chord from the psu that it would boot straight to bios and would only turn the fans slightly if in. Not only that but I tried to put in my brothers hard drive and the same issue occured so the hard drive is not the problem. Also I put the sata in the express slot and it booted to bios with the hdd plugged in. However did not load to windows that would have been on my hdd. Is there any help you guys can share? It would be greatly appreciated thank you so much!

Are you using the cables that came with the new PSU? Since swapping things around got you into the BIOS I would try resetting the bios/CMOS as a starting point.
