new psu

ok im buiding a new system and need help picking out teh psu for it.

using:
amd64 3000+
9800pro
corsair 512 ram
2 80gig HD or 1 120 gig
3 case fans
2 cd/dvd drives

looking at

i want the cheapest one that gives me some headroom for the future and any other suggestions would be nice.

i was looking at teh last psu and saw on the thermaltake website it had no PFC and had no idea what that ment so i searched it on google and saw that it was really bad not having one, even illegal in Europe.
but only the w0031 has no PFC but teh w0032 does and there is no difference except that. however i cant find the 32 on newegg. its a really good price ($20 cheaper than teh other 2) but now im looking more at teh second onw
 
What is the PFC? (Power Factor Correction)

Many loads are highly inductive, such a lightly loaded motors and illumination transformers and ballasts. You may want to correct the power factor by adding parallel capacitors. You can also add series capacitors to "remove" the effect of leakage inductance that limits the output current.
Non-PFC offers around 0.5~0.6 PF (Power Frequency), 40%~50% power lost.
Active PFC provides more efficient PF(Power Frequency), 0.95~0.99, it means only 1%~5% power has gone.

i ahve no idea what u said
im assuming that u lose more power with out a PFC
