New r9 280x. No fan spin and no display

My computer, which was a $500 budget build from 2012-2013, is getting pretty outdated so I figure I'd get a new processor and gpu.
Seems like my psu is lacking to even power the card, there are two connectors on this graphics card unlike my old gtx 650ti, which just had the one 6-pin connector(I believe). My power supply doesn't even have the second connector, is this 100% needed? When I install the new gpu, and get a display off the motherboard vga, the device manager doesn't even show that my new gpu is even there..
PC Specs: Gigabyte GA-H61M-HD2
8gb DDR3
Thermaltake 500w psu
Intel i5 3470 3.2ghz
Currently: MSI GTX 650TI (New card: Sapphire Radeon R9 280x 3gb

My assumptions are either A: Faulty card from eBay or B: PSU is shit
