New R9 390 Idle to hot?

SO straight out of the box after installing it, drivers all updated and its all good to go.
On its own programming "GPU Tweak" controlling the fans i assume. Under literally 0 load, like just running facebook. it idles at 73c. How the crap is it doing that lol. My old card, a HD 6870 idle was at 40c lol. I can get it down to 57c idle with upping the fan speed to 60%(its still kinda quiet IMO at that speed) and having 2 big fans on my PC, one big exhaust and another on the side of the GPU.
Under load, full out gaming, with the fans all on it and cold air coming in from outside, it sits at about 65c plus fan speed set at 100% because the GPU tweak program doesnt up the speed enough, it'll easy hit 85c if i dont turn the fans up on the card. Is my heatsink messed up?
 
The 390 is a hot card in general but 73 seems way to hot for idle.

Do the fans run at all when the card is idle? Some cards turn off their fans while the card is idle, i would assume that 73 degrees is past the temp when the fans would kick in though.
 

True MSI has a feature as when the temp reaches 65c the fans kick on and start cooling the chip,73c is too hot!
 
I have the same problem with my new Powercolor R9 380, fan speed stays at 20% but temperature keeps on rising (0 load), up to 86c sometimes. I have to manually set a fan profile in afterburner for it to cool down. I RMA'd the card.
 


Furmark stress test, on its own programming, the GPU tweak on auto fans, it stabled out at about 90-92c what the fuuuck.
