I own a HP Pavilion ab516tx Laptop which supports upto 16gb of DDR3 RAM..

The preinstalled ram is s samsung 8gb 1600mhz ram stick

from CPU-Z

DIMM # 1
SMBus address 0x50
Memory type DDR3L
Module format SO-DIMM
Manufacturer (ID) Samsung (CE00000000000000000000)
Size 8192 MBytes
Max bandwidth PC3-12800 (800 MHz)
Number of banks 8
Nominal Voltage 1.35 Volts

JEDEC timings table CL-tRCD-tRP-tRAS-tRC @ frequency
JEDEC #1 5.0-5-5-14-19 @ 380 MHz
JEDEC #2 6.0-6-6-16-22 @ 457 MHz
JEDEC #3 7.0-7-7-19-26 @ 533 MHz
JEDEC #4 8.0-8-8-22-30 @ 609 MHz
JEDEC #5 9.0-9-9-24-33 @ 685 MHz
JEDEC #6 10.0-10-10-27-37 @ 761 MHz
JEDEC #7 11.0-11-11-28-39 @ 800 MHz

and I bought a Gkill ripjaws 4gb to increase the ram to 12gb
https://www.gskill.com/en/product/f3-2133c11s-4grsl

so, i checked the CAS latency and bought the one with similar CL...
My concern is that the JEDEC timings of my old ram is 11-11-11-28
and the GSkill has 11-11-11-34

so will there be a problem here?

Solution
It's bad practice to mix and match rams regardless of what their timings, frequency and voltages are. It's never good to introduce two unlike sticks of ram either. At this point I'd suggest you return the newly bought ram or sell them both individually and invest in a proper kit.

Based off this flyer, you should be looking at a DDR3L 1600 2x8GB kit, more elaborately, a kit that operates at 1.35v confroming to DDR3 standards and it's speed is 1600MHz. Since the two sticks of ram in a kit would be matched and binned off the same assembly line they will grant you maximum stability.

On another note, make sure you've updated your laptop BIOS prior to dropping in the ram kit upgrade I've suggested.
