New RAM is being weird

Ive today got new RAM which is (2x8)16gb DDR4 3000mhz, an upgrade from my old (1x8) 8gb DDR4 2133mhz after I installed it and booted the pc, the fans were spinning louder than usual (still are) and cpu temps went up from average of 65C to 75C, and gpu goes up to 70C in bf5, but they definitely work since before I had about 60-80fps on ultra with alot of stuttering and frame drops, now its at about 120fps avrage which is what it should be, but there are still some frame drops and stuttering going on, whats weird is that games like gta5 and r6s still have the same fps as before, which is half it actually should be, and there seems to be stuttering whilst im in desktop like when things are loading, and when im writing this, ive just launched overwatch and the fans are so loud, but the fps is also the same, idk what to do, any suggestions are welcome.

I havent done the test yet, but heres something interesting, ive started downloading bf1 and now i can start campaign whilst the rest is downloading and surprisingly the fps in the first chapter is just what a video benchmark showed 140-150fps, that means theres something weird going on with gta5 and r6s. I was beginning to think it was my hdd, because bf5 and overwatch are installed on my new sdd and theyre working fine but gta5 and r6s are on the hdd and theyre working poorly, so im downloading bf1 on the hdd and apparently its working fine, there must be something else at play here.

Ok, so ive done the test, no error in 1 pass, yay. So any suggestions about why some games would work normally whilst others are still just as before the RAM upgrade?

Ok, there's definitely something wrong with usage, cpu is about 40% and gpu is 40%, with fps of about 40-60 on ultra, which should be 120fps ish, how do I change the usage for it then?

still dont know that, whats page file. Also precision xoc is saying that the gpu clock in game is 1860mhz and 7000mhz memory clock, cpu and gpu temps are both around 65C, so im not sure what the problem is since in bf5 the cpu usage is 60-70% and gpu is 90-100%.
