[SOLVED] New ram kit installation led to irresponsiveness, old kit does the same now

Hi all, upon installing my new Crucial Ballistix 2x16 CL16 3600 ram that came in the mail (A2 and B2), my pc wouldn’t post. ASRock’s bios screen doesn’t even flash, neither does any windows blue screen. The only think that works is my B550 Steel Legend RBG once the PSU is on, the system, cpu, and gpu fans all run at 100% speed (like when you first turn it on, but this runs infinitely it seems), and sometimes my keyboard rgb will turn on.
Things i’ve tried:

Plugging back in my old kit

Making sure the gap was lined up and only applying minimal force

Making sure my new kit is compatible with my mobo

Switching displayport cables

Switching to HDMI

Removing CMOS

Trying different slots for each kit

Making sure everything is plugged into the mobo securely

Specs:
MSI 2080 super ventus xs oc

R5 3600 stock

Old kit- Corsair Vengence LPX 1x32 (CMK32GX4M1D3000C16)

New kit- Crucial Ballistix 2x16 (BL2K16G36C16U4B)

ASRock B550 Steel Legend

EVGA 80 Plus bronze 850W

Storage- Samsung 970 evo 500gb ssd and Seagate 2tb hdd

I’d love any and all help before I break it even more or something. Thanks all

test both kits on another system to verify if both are still functional.

if so, also test the CPU.
thanks for your reply, but the only other system is my little brothers terrible old prebuilt and I don’t think either are compatible. i’m very fresh to anything hardware related and I honestly don’t trust myself to move the CPU around, should I just hand it off to my local repair shop?
