New Ram, PC won't work

I just bought some new ram Ballistix Sport 16GB kit (2x8) DDR3 1600 1.6v.

I tried removing the cmos battery and replacing the new ram a few times.

I'm pretty sure it is compatible with my new ram.

My PC continues to show nothing on the monitor/keyboard and mouse activating, and just restarts itself every few seconds.
*I also tried putting my old ram back and it is doing the same thing.

Crucial ballistix 8Gb ram (4×2)

MSI R9 380
Evga 500w


I unplugged my gpu and it continues to turn on the PC but nothing else then turns off

Currently I am unable to get into bios my PC turns on and restarts after a few seconds to minutes. My monitor keyboard and mouse aren't turning on either, they arent broken or anything.
 
Solution
Try one stick of ram at a time, and try that stick in different slots. If one stick works in all slots, repeat test with other stick. This may tell you whether it is bad ram (does not work in any slot), or bad mb/memory slots (works in one slot but not others).

what is the full system spec?
 


I'll expand on this and say check the package/documentation for your memory, should have the voltage spec listed. Set that voltage manually in your BIOS. You may also want to enter the primary timings manually to whatever is on the package.
