Question new ram stick not functioning

I bought 2 new sticks of ram (corsair vengeance 2x8gb 3200 mhz

When I initially installed them the pc would not boot (no display at all, not even bios)

I tested one at a time in slot one and only one would allow the pc to boot

Does this mean the other one is junk and has to be replaced?
