New Ram Won't boot. CPU revving up and down?

Just got a new DDR4 8GB Ballistic Tactical 2666 ram to complete my New Rig. The same one in my system right now but, it seems after installing it on my 2nd slot and booting. It only showed 8GB not 16. I can only boot from my old ram if i put the other one in slot 2 CPU Revs up and down and the PC wont boot. Any ideas?

If you don't buy the RAM in a kit it isn't guaranteed to work. Sometimes it does and sometimes it doesn't.

Also 3 ASrock Z370 ITX motherboards. They all list the following RAM on their qualified vendor list at the 2666MHz speed:

BLE8G4D26AFEA = Crucial Ballistix Elite 8GB
BLS8G4D240FSBK = Crucial Ballistix 8GB Sport LT Series
BLS16G4D240FSB.16FAD = Crucial Ballistix Sport LT 16GB @2400 (for some reason)

Based on this Ballistic Tactical 2666 I don't believe is 100% guarenteed to work with your motherboard if it isn't on the QVL. All you have it "it should work". A Crucial Ballistix 8GB Sport LT 2x8GB kit would be guaranteed to work.
Memory is sold in matched sets that has been tested together for that reason. Anytime you add more memory even the same as you have it might not work.
You can try adding 0.02 volts with the stick that is working, save, exit, then add the other stick.
If that don't work then lower the speed to 2400.
 
Memory is sold in matched sets. Well it's also sold in single Dimms. It's the Exact same memory same volt and everything. The Ram took out my 2nd socket. I can only boot from the same RAM and socket I used before I got this new stick. I have no idea what happened. I built my first rig over 10 years ago I'm not a newbie. I suspect that the RAM I bought is a counterfeit.

That has absolutely nothing to do with it. They can use parts made from different vendors to make the so called exact memory but it's only the same in the memory part number. It's sold in matched sets that have been tested to work together that was bined using the same parts from the same vendors.
10 years ago memory was more forgiving than it is today.
If your origenal stick will not boot the PC in the 2nd slot then the slot is bad. You could try to reseat the CPU.
 
The PC works right now in its old configuration but, I can't use the working RAM on slot 2 it won't boot. The CPU Revs up and down. The PC does not boot at all, Just black screen. "Reseat the CPU" it's on their like a Rock. The 1st slot works the other ram does not work on 1st or 2nd slot. I'm about to return It to do a RMA on my MOBO because, I need more than 8GB of ram. Before this build I had a GIGABYTE GA-H170N-WIFI that was 3 months ago not 10 years LOL. anyway it was paired with a Kingston HyperX FURY 8GB 1600MHz DDR3. I matched it with a 4GB POS RAM from a old entertainment system to see if it would work. The RAM was a TwinMOS PC3 10600 4GB DDR3 1333MHz. I kid you not. It worked. System tab showed 12GB RAM. I find it ever so hard to believe something this similar not only did not work but, blew out my socket. Thank you for your help Cat with a Guitar, much appreciated. The only issues Is, do I sell my ram and get a set? which would suck because I got one hell of a deal on it or try again with new MOBO and RAM? Oh one more thing. The day I got the ram it was outside for a few hrs I think it was in the 30s. I opened up the package their was precipitation from temperature differentiation on the RAM. I installed it about 5 min later. I don't remember If the ram was dry but, maybe that somehow F#$ed it up for me. Because at first the system booted with two Dimms, System only read 8GB but the PC booted. I than removed and reinstalled it the PC did not boot with 2 Dimms anymore.

Yeah, I get it. It's not guaranteed to work But, it blew out my socket. That's what I don't get. That's not supposed to happen. I thought maybe their was a trick to get the bios cleared or reset but, most to all of the things you guys told me was not news. The funny thing is. I'm using Ballistic Tactical 2666 8GB right now on my PC typing this. Thx for taking the time to help me. Still did not get anything on that RMA and NewEgg told me to GO ##@# myself because, I bought the Motherboard from their eBay store and that they won't honor their extended until Jan 31 holiday return/replacement because of it.
