Question New ram won't work without older ram stick (ANSWERED)

hey there, so i have 4x4gb (ddr4 3466- 1733mhz) Kings. HyperX CL19 and 1x4gb(dd4 2134-1067mhz) CL14 and the former wont work without at least one part of the latter working. I tried the stickies. Nothing works.




DETAILS:

OLD RAM (DDR4 2134-1067mhz)
NEW RAM (DDR4 3466-1733mhz)

Methods tried:

Off Switch on the back, Remove CMOS (5min), hit powerbutton 30sec, use 1x ram on A2
Result: won't go to BIOS (DRAM red lights up then switches to CPU for split seconds then back to DRAM again)

Changed ram spots, ram combos, etc..
Result: No change

Bios everything to default on working ram then go to new ones
Result: Nada


Different ram sticks than mine
Result: Work together (the diff ram sticks), they also worked with the 1067Mhz one.

Hypothesis: Pc is used to old ramstick and literally can't go to Bios if it's non other than that one. OR // My Mobo can't start the new 1733 mhz without the 1067 mhz (something with CL19 vs CL14 to work on my z170A

Any ways to troubleshoot would be much appreciated.


EDIT: My mobo Max ram speed is DDR4 3200MHZ , is there a way to make pc start at 3200 rather than 3466 so bios can start? Or do i have to put the 2134 in to make it work?

Just to keep this thread from falling out. For all those reading at home, always make sure you're on the latest BIOS prior to dropping any new ram kit/ram upgrade onto your platform. This holds true for both the desktop and the laptop.
