I guess it really depends on your budget. I don't know why you listed the E8400 on the list if you want a quad.

I'd put my vote in for the Phenom or the Q6600....if you had the cash, I would say go i7, but I doubt it if your mobo budget is $100 or so.

i dont have the cash for the i7 and i listed the e8400 just for a comparison.
i dont wanna upgrade my cpu for atleast a year and half after this upgrade so which one should i get? my instinct tells me to go with the phenom but im a bit sceptical for goin with the amd cpu. will it perform better than the other quads i mentioned as they fall in the same price bracket especially games.

The extra core on the PhII 920 would be advantageous to your video encoding - the PhII 720 has an unlocked cpu multi and might clock a little higher. And then you might get lucky ....

The BIOS on the Biostar 790gx seems the most 'lucky' thus far in unlocking the 4th core of the 720. Check the threads at XS and AT if this may be of interest to you ...

edit: I forgot to add the PhII 720 is an AM3 CPU that would give you another possible future option.
