ok so my friend is building a new gameing computer, this is the specs

mobo- ASRock Z77 PRO3
CPU- i5-3570K
gpu- Sapphire AMD Radeon HD7950 3GB
ram- CORSAIR Vengeance 4GB (2 x 2GB)
HDD- Western Digital WD Caviar Blue 500GB
case- XION Gaming Series XON-980-BK

PSU- Corsair Enthusiast Series TX750

ok now the question is dos he need the 750W psu or can he downgrade to the 650w?

also wants to know if all these parts will run corectly togethere, with no bottlenecking.

You can definitely downgrade to the 650, or, in fact, to a 550. I don't see anything in that build which would require that much power, honestly. However, I would comment that if he's willing to spend that much, he may want an Extreme series motherboard (I like the Extreme4 (http://www.outletpc.com/rm5176-asrock-z77-extreme4-intel-z77-intel-motherboard.html?utm_source=rm5176-asrock-z77-extreme4-intel-z77-intel-motherboard&utm_medium=shopping%2Bengine&utm_campaign=pcpartpicker&utm_content=@@BRAND@@%2B-%2B@@CATEGORY@@) for this sort of build, personally), rather than a Pro.
Additionally, if he intends to overclock, he should use a CPU cooler, such as the Cooler Master Hyper 212 Evo (http://www.newegg.com/Product/Product.aspx?Item=N82E16835103099&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=).
Thirdly, you really want 8 GB of RAM these days. 4 GB will get you by, but if you're able to get a 7950, you should really get 8GB of RAM to go with it.
Lastly, I don't know that specific case, but if he's buying in that range, the NZXT Phantom 410 (http://www.amazon.com/dp/B006I2H04I/?tag=pcpapi-20) comes highly reviewed, including by this very site: http://www.tomshardware.com/reviews/solo-ii-400r-buc-ravager-seiran,3274-10.html

Edit: All that said, I don't see any bottlenecks in the presented build other than the RAM.

Stick with your 750W or 650W PSU. A smaller PSU will run your computer but not as well. The 650W or the 750W really don't cost all that much more and will run more efficiently than a 450-500W PSU.

I size PSUs for my builds at 50% greater capacity that what is needed because PSUs run most efficient at 50% of their rated capacity. This ensures that my PSU will not overheat, will run cool in my case and will run quietly.

While you may never use the extra headroom on your PSU, it will help it to run more efficiently and quietly and the cost difference just isn't that much.
