New rig powers on, but when the dvi cable is connected, the monitor goes to sleep.

So for Christmas I decided to get myself a new motherboard, CPU, and heat sink for my PC. Once I had everything around, I contacted my friend who builds/fixes PCs for a living to help me put the thing together. We successfully installed the components, just to find that the thing will turn on, but nothing shows up on the monitor when we hook up the dvi cable. We spent 6 hours troubleshooting by using parts from his PC to test what was messed up. We believe that my motherboard is defective, but I wanted a few other opinions on the matter before I go returning it to newegg.com for a replacement.

-Asrock H97M Pro4 LGA 1150 R Motherboard
-Intel i7-4770k 3.5Ghz CPU
-EVGA Nvidia GTX 760 SC 4gb GPU
-16gb PNY Optima 64COMHHHJ-HS PC3-10600 1333MHz 240pin DIMM Desktop DDR3 (RAM)
-Crappy Dynex 520W PSU
-60hz Acer monitor
-1TB Seagate Barracuda Harddrive
-Windows 8.1
