New Rig Seems to Run Loud

I got this rig 3 days ago. Ever since I got it, it seems as if it's a little loud to be running idle. It's definitely not my GPU because it has a silent mode. In CPUID HWWMonitor it is saying that my CPU is 11 degrees Celsius in idle and the fans are around 1400 RPM. I haven't done any overclocking or any modifications since I've received the computer. Do you guys think this is the nature of the case or is there another problem I'm not thinking of?

Motherboard Chipset - AMD 760G
Power Supply - 600W
CPU - AMD FX-8350 (4.0 GHz)
CPU Cooling - Cooler Master 120MM LCS (water cooled)
GPU - Asus Nvidia GTX 960 4GB
RAM - 8GB

 
Use a decibel meter to locate the source, or the less extravagant method of putting your ear to each component.

My money's on the Seidon fan. 1400 RPM is pretty fast for an idle PC, even if the 8350 does run hotter than most.

If it is the fan, then you can replace it with another, quieter one. Just make sure the fan is a static pressure (SP) fan, not a high airflow (AF) fan.
