How are you reading this voltage?

Do you have a DMM plugged into one of the PSU's connectors?

Generally all power supplies drop under load.
If it doesn't go below 11.40 volts I would leave it alone.
Also, I wouldn't 100% trust software regarding voltage measurements....although they are very useful.
I would only 100% trust a meter I knew was functional and even then....."where" you put the probes is important.

no just using hw monitor software..but when I first checked it was at 12.0v and now its all the way down to sitting at 11.520v heres a screenshot of 2 different monitors open telling same exact value View: https://imgur.com/a/y76Z4kH

Ok. Different software is going to give you similar readings because ALL SOFTWARE gets their readings from the same IC ON THE MOTHERBOARD. It's not like they're reading these voltages from the PSU itself. This is HIGHLY INACCURATE.

First: Make sure the 24-pin is securely plugged into the motherboard. It could be the motherboard thinks these voltages are low because a pin might not be making full contact.

Second: If you're REALLY concerned (you must be since you're asking), get a DMM and probe an available connector FROM THE POWER SUPPLY.
