Question New RTX 2070S Texture Flickering

Hi,
I bought a new ZOTAC RTX 2070S AMP (not AMP Extreme), and it is having black/grey flickering over textures in almost every game. I have attached a video of it below. I am not sure if it my GPU or PSU or old HDMI cable.. if someone could let me know what is the possible cause of this issue that would be very helpful.

I'm not seeing it. Are you talking about the 'leaves falling from the trees'??

Such things are happening also in other games (for e.g RDR2) , Video of that issue (not mine) :

Okay. I see what you mean in the video. I've seen occasional black flickers like this in games, with cards that I am pretty sure were stable, but it's very difficult to tell as each game and system are different.
An easy way to tell if you're hitting some kind of hardware limit, causing artifacts, is to downclock and undervolt your GPU and see if the issue goes away.

They appear occasionally for me too, and mine’s a Factory OC RTX 2070S. Could you tell me how much voltage and clock should I drop to check for it ?
