Hello I need help I just received today new gigabyte Rtx 3060 I plug in the display is showing I’m downloading now the drivers but all three gpu fans are not spinning ???

Solution
in video settings in games what settings would be best to play on
Depends on game, but generally you want settings that look as good as possible while keeping FPS slightly above what monitor can output (so if you have monitor with 60 Hz refresh you want 65-70 FPS). Ray tracing decreases FPS a lot while DLSS increases it also quite a bit.
And don't worry about GPU wear - it's not like it will last half time (of what it could) because you set too high settings in game.

Put load on GPU (play a game for example). Or you can use app like MSI Afterburner to force fans to spin even on low temps.
thanks yeah i started up dying light 2 after couple minutes the fans started to spin didint knew about this thank you
one more question i know is not related to gpu but like in video settings in games what settings would be best to play on like right now i have set dying light 2 options on render mode d3d12 there is raytracing ultimate and there is upscaler mode which is set to DLSS quality i dont want to wear off the gpu that much on the settings

my current monitor is 60hz but my next purchase will be new monitor but not sure which to go with it i want to get 27 inch either 1440p 60hz or 1080p 144hz i heard alot of people saying with 144hz is more for competitive games ?>

That's correct. If you don't play games like Counter Strike or Fortnite then definitely go for 1440p even if its only 60 Hz.
