New Seagate External Drive not showing up in Windows Explorer

I bought a new Seagate Backup Plus Slim 1TB hard drive from China. When I connect it to my computer, it lights up and gets recognized, but doesn't show up in the file explorer. It does show up in disk management, but it's capacity is displayed as just 74.53GB. How do I format it correctly to get it working?

Don't want to scare you but you probably got scammed. Just in case it's formated in some other format, try with http://www.majorgeeks.com/files/details/aomei_partition_assistant.html

I did manage to register the serial number on Seagate's website, so I'm quite sure it's a genuine product.
Even with Aomei Partition assist I'm not able to see the full size.

Hello thesenate. Follow these steps to properly format your drive. That should take care of the drive displaying a different capacity. Also, if the drive is detected in the BIOS run our Seatools software to make sure the drive is working as its supposed to be.

The only partition on the primary partition for 74GB. Formatting doesn't seem to help.
I got in touch with Seagate's customer service and am getting the drive replaced soon.

Apparently the store I purchased it from tampered with the drive. They opened the enclosure, swapped the 1TB module with an 80GB one, put it back in the original packaging and sold it to me. I won't be getting a replacement for it :/

EDIT: Huge thanks to seagate_surfer for helping me get a replacement.
