New setup not starting

Hello everyone.

I just got these 3 items today:
Motherboard - h110m Pro-Vhl
Processor - i5 7400
And a new 8gb RAM stick
(they're all new)

Thing is:

The computer doesn't start, I can see MSI screen (from mobo) and right after that the "Windows Starting" shows up, but the screen freezes for half a second and procceds to blue screen, then the computer restarts and a screen where i can start Windows again shows up.

I was thinking it might be the processor maybe? There's a chance i fuc** up when installing it, but the question is:

Would the computer initiate and show me Windows starting if the CPU was damaged or not working?

Too much edits because typing on phone is hard.
 
I cant install win 10 right now, I removed the Hard Disk (it is old but it was working like 10 hours ago) and I can now access the bio, before removing HD it was just freezing and restarting.

Also, I get red led lights on mobo when I click power, leds turn on for CPU and DRAM, one after the other for 0.5s and then VGA red led stays on.

I will try installing win 10 tomorrow when I get back from work.

Is there something else I could do for now?

(I tried everything else other than the win 10 install btw)
 
I just tried installing win10 but when Windows restarts the computer to finish the installation It starts all over again

Sorry for the late reply, I've been busy lately

Edit: Ok, somehow it's working now, I had a really weird glitch during the installation though, the Motherboard startup screen was "above" Windows loading screen the entire time.
