New Several GPUs, all LOW fps.

I've gone through three GPUs while I've had my pc. An old rHD-6770, and Asus r9 270, and most recently delivered, an Asus r9 290. I've had amazing performance with the upgraded 270, but half way through, out of no where, I get low, or lower that average fps. I would get 60 - 300 Fps, then 30 - 60. I felt I needed and upgrade, so I got an ASUS r9 290, but NO performance increase. I don't have vSync enabled, my CPU is at a low 120' F. And my Graphics card is also cold. I have ran Bit Defender several times and have found no malware/adware/etc. And I have all drivers updated, and older drivers removed.

Also.. How does an R9 290 do under a 500w power supply? o.o The cpu is also really weak, and it looks like it's bottlenecking the gpu.
