New Sign Cutter Running Slow and Takeing 3-5+ to boot.

Built a new sign cutter about 3-4 months ago after our last one died on me (6 years of being treated like hell). Was pretty happy with the parts i got for what i spent ($325). After the build it loaded pretty quickly but didn't really like the speed for what was in it. But now boot time has gotten way to long and processes take awhile to load even while only using minimal CPU/Memory and minimal amount of running programs. Boss also complains of flash being choppy mainly streaming of course this also happens at low usage.

The main requirements for this computer was:
Windows XP - sign cutting software isn't compatible with anything newer without upgrading
At least 1x9 and 1x25 pin com ports.

*Boot time was slightly improved with 2 driver updates but caused a crash with no error so had to revert 2 days later due to productivity loss. If i remember right it was the Chipset and Video driver for the APU.

Yes im running XP with 4gb decided it was best to buy something cheap that could be upgraded later if i found better software for cheap.
