New soon to be PC gamer. Should I wait for the new GPU lines? Hear out my dilemma

I'm in the middle of ordering things for my first ever gaming PC. I used to be a PS4 gamer, but my PS4 has recently pooped out.

But should I hold off for the new cards that will release in a month, give or take? I currently have no way to game, and haven't for a few months. I'd hate to buy the 970, and the new 1070 ad 1080 come out for about the same price, but better. Are they usually in the same price range? Should I buy a cheap GPU to get me by? If so, which? 380? 390? gtx950?

Like I said I'm new to pc gaming, and would probably play FPS games and games like gta5 and the division. Would like to play in high/ultra settings eventually. Any help would be appreciated! I'm tempted to just order the pc parts without a GPU and atleast get it up and running.
 
Solution
1) Replace that PSU with the G2 version, it's an absolute must
2) If you can wait, go ahead and wait
3) The only card you listed that can hold up to the 970 is the 390, at the cost of an additional 100W and basically same price
Build looks good with the new PSU but you have two sets of mouse/keyboard which I think was an accident. If EVGA has the 90 day step up program you can enjoy the 970 now and get full cash value towards the next batch of GPU's which should be out within' 90 days.
 


Just looked into EVGA, and it seems legit. Just pay the difference and tax on the new card I want to step up to. Has anyone had experience with this? From my understanding, you have to send the product to them, pay for shipping, and they send it back. How long does that take?

Thanks for that great advice. Problem solved. Better than taking a $150 hit on selling the gtx970, to buy a new one!
 


From their forums, usually only a week or two if they have stock. You can also use that policy to upgrade the card for the price difference (only upgrade, not downgrade or sidegrade, so 970 to 980 or 980ti but not another 970) When the new cards come out it'll be a bit difficult, so you might need a month.
