New SSD / fresh OS install

I've just finished installing the drivers on my computer now,

and during its many restarts my computer now begins with a black and white menu right at the beginning of the startup, and wants me to select one of two Windows 7 options.
I assume this is because I have my new fresh Windows 7 installed on my SSD and the old one on my HDD, which leads me to my next question:

Can I simply select the Program Files on my HDD and simply delete them now? Or is there a more precise way of doing it?

Defrag has always been with Windows in system tools, there are 3rd party versions on the internet. It helps to keep a HDD in order that's been through a lot of installing and deleting. Files end up scattered and fragmented so it rearranges everything and improves seek times etc. It does a lot of writing to the HDD and is not good for SSDs. Its well known.

Just move the games folder elsewhere, copy/paste. Put it back when you're done and locate steam to it when it is reinstalled.
