New SSD how to install HP printer software on E: not C:

I installed Win 8.1 on new SSD (C: drive).
My HP 6830 printer install software does not have any option including custom to install on a drive other than C: HP has no solution. :"Win 8.1 does not allow any programs to install on other then C:" I know that's not true as I have many programs that in custom install ask you to browse where you want to install.
I have tried changing the registry ProgramFilesDir and ProgramFilesDir (x86) and the same under the location %systemroot%\syswow64\regedit to Dive E: without success. All now reset back to original locations.

Surrrrrre could use some help!

Running Win 8.1 64 Bit

Maybe I should be creating files on the E: Drive before I try the install?
For example I do not have a User file\myname|\AppData \local on Drive E:
 
It's a new purchase and I want to load all the features of the printer\scanner\ fax

Been checking daily hoping someone had a solution. So far zip.
Really surprised thinking that I can't be the only one with this issue.
It's not something particular with HP software.
