New SSD is in RAW

Just got a brand new Samsung 850 Evo 250GB and I plugged it in and it is being detected in BIOS and Disk Manager, but I can't access it or format it and it is in RAW instead of NTFS. I dont know why and I dont know how to fix it. I've read so many threads but nothing has helped.
 


When I open my file manager, the disk is D but there's no bar. And when it says I need to format it, I make sure it formats to NTFS but it always fails to format. It says Windows was unable to complete format
 


Does it have something to do with the fact that it is RAW? Because from what I've heard that's bad and means it's corrupt, but its a completely fresh SSD. So how can it be corrupt if there isn't anything on it yet? Would it help if i showed you what my disk management screen looks like?
