Question new SSD makes my pc restarts in loop

Hi!
I am having a problem trying to install windows on a new ssd.
When I turn on the computer, as soon as the installation windows logo appears the PC restarts.

MOBO: Gigabyte B150M-DS3H LGA 1151 DDR4
CPU: Intel i5-6600 3.30GHz
RAM: Kingston HyperX Fury 8gb
PSU: Power Cooler PS-850EM - 850W
SSD: Samsung 860 EVO 500gb

The PC works perfectly with a hhd disk, even connecting the ssd it recognizes it and allows me to operate with it.
I took the ssd to a data recovery service where they analyzed it and they told me that it is in perfect condition.
The first attempt I made was to clone windows from my hhd to the ssd with the Samsung Migration Data software. It worked well for a few hours and then started restarting.
After this I decided to do a clean install (formatting the ssd to GPT) and the problem continued.
I tried clearing the CMOS and it didn't work either.
Tried switching SATA slots and nothing.
Also took a look at the capacitors and they all look good.
running out of ideas, any suggestion?
