New System Bootup Problem

I'm just completing a new system build that is suddenly giving me bootup problems. About 50% of the time when the power switch is pushed the motherboard and fans come to life but the BIOS does not kick in. The monitor green active light comes on but the screen remains black. The other 50% of the time the system boots just fine.

ADDED 11/19/2016......Turned out that if I waited long enough it would eventually boot. It just took 30 to 60 seconds before the BIOS would kick in.

Any suggestions on where to start looking for the cause would be much appreciated.

try to remove all unnecessary hardwares and try again with only the cpu / ram ...

SOLVED.
After pulling out memory modules one at a time, swapping memory modules, disabling onboard Intel video and putting in a video card and pulling all add on cards I'd tried seemingly everything. I was just about to look up a number for Gigabyte when I figured "well, why not replace the mouse and keyboard. Ive done everything else.".

It turned out the problem was being caused by the new multimedia keyboard. As soon as that was out of the system it booted instantly every time. Who would have figured !!!
