When a motherboard is purchased and ultimately "fired up" for the first time, will the circuitry already have a BIOS or will one need to be downloaded onto another PC/Laptop andthen loaded onto the new system?

Yes of course, BIOS chip has to be installed and programmed for it to "fire up" at all.
