I am looking to upgrade my Q6600 Dual Core Build from 5-6 yrs ago that I used to play WoW heavily before being banned (for the 3rd time) as well as StarCraft.

I am currently using the following:
OS: Windows XP Pro
CPU: Q6600 Quad with GO Stepping
Mobo: Asus P5K Deluxe
GPU: BFG GeForce 8800 GTS OC2 320MB GDDR3
RAM: 4gbs of Corsair DDR2 XMS2 6400C4

I am upgrading to the following:
OS: Windows 7 Pro or Windows 8 Pro. I do not care for the touchscreen so leaning towards 7

CPU: i5-3570K ($190)

Mobo: Asus P8z77-V LGA ($145 if purchsed with CPU)

GPU: **NEED SUGGESTIONS**

Ram: **NEED SUGGESTIONS** Was looking at the CORSAIR Vengeance 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model CML8GX3M2A1600C9W

Solution
You don't need a gpu if don't want to play games, the motherboard and the igpu supports a dual monitor setup, the igpu of the i5 is more than sufficient for your needs.
Cheaper ram here : http://www.newegg.com/Product/Product.aspx?Item=N82E16820231460
or http://www.amazon.com/dp/B004QBUL1C/
As for the os, get the windows 7 home premium 64 bits, since you'll have 8GB of ram, you'll want the 64 bits os, since you can't use more than 4GB with 32 bits.
