New System Build

I have to get a couple of parts for a new system build: motherboard,ram,cpu cooler,cpu,PSU and case
i care about silence in this build and i would also like to render in sony vegas 11 and also play games in good quality. I already have a Geforce Gt 610(will be upgraded later) and was wondering what the best quality parts would be for around $600-$650

You will not be playing any games on the gt610. It is equal to or worse than most intel CPUs integrated GPUs. It is meant for powerpoint and youtube videos.

Just as a disclaimer, your GT 610 will be capable of playing no game outside its lowest settings but I'm sure you know this already. Aside from that, just throw a higher end GPU and you got yourself a very good gaming computer.
