New System, No video Signal (LGA 2011v3, X99)

I just finished building a new system, kept my old video card and PSU. I tried re checking everything I can down to see if the CPU was seated properly, even tried flipping it for a second but it didnt seem right. Tried taking out different RAM sticks, nothing. Everything lights up fine, the drives spin up, the fans on the video card move and from what I can see I have power connected everywhere it should be yet I can't seem to figure out for the life of me what is causing the problem. I get no video signal at all, no indicators I can see of errors, but i also have no mobo speaker or debug led to tell me what it MIGHT be, doesnt want to seem to POST. I'd really appreciate any feedback on any pos

Corsair 850W PSU

I didnt even think you could attempt anything without a GPU. I have no way of telling if I'm POSTing, I have no Debug LED or any notification. I haven't tried looking to see if I can install a small speaker yet for errors but everything else seemed normal and my video card was working just yesterday.

EDIT: I also have no onboard video to check with
 
I connected the little speaker dongle that came with the case and I got no beeps for a POST. Made sure I connected it right as far as i could tell. I am not sure what else to try but is that a bad CPU or MOBO?
