Breadboarding your system on your metal case touching the backside of your motherboard? Hmmmm?

You breadboard a system on a motherboard box or on a table. Not on metal.

You're using the second PCIe slot?

Second PCIe slot, yes. But same thing happens with or without the video card
Ok do this. Take that system and put it on a box. Not on metal.

Remove 3 of your RAM sticks and leave only 1 stick in the appropriate slot from your manual when using only 1 stick. Put that GPU in the first PCIe Slot.

Just want to add that the BIOS version of this motherboard needs to be at least 7B22v24 for that CPU to be supported. If your board is not at that version this CPU cannot be booted.

Anyway to update the bios if I can't get a video signal
The only way when you don't have a motherboard that can be updated without a CPU installed would be to buy a CPU that is supported by the board out of the box. Install that CPU. Update BIOS and then install the new CPU or bring the motherboard to a local shop for a BIOS update.
