The VGA port on the motherboard is not active because you have a CPU without a built-in GPU. Your graphics card does not support VGA without an active (powered) adapter. You either need a new monitor (best answer) or an active displayport to VGA adapter -- https://www.newegg.com/yxwin-displayport-dp-to-vga-adapter-displayport-to-vga/p/2VR-00B9-00003

thank you for answering,i just found it myself before u post that im trying to connect the cable to MOBO vga and that is why i dont get any signal,my budget is limited atm so im gonna go for an adapter i guess and in 1-2 months buy a new monitor.thank you again.

If this is your monitor, you likely don't need a VGA adapter, since it appears to also support a DVI-D connection...

Graphics cards released in the last few years no longer natively support analog VGA connections, and just include digital connections now, like HDMI, DisplayPort and DVI-D. That graphics card appears to have a DVI-D port on it (which looks a bit like a wide VGA port), so you should probably get a DVI-D cable to connect your monitor to that. That way, you're not messing with converting the digital signal to analog using some potentially janky active adapter. You should just double-check that there is in fact a DVI-D port on the back of your monitor, as well as a matching port on your graphics card.

It's also possible to get cables or passive adapters with HDMI on one end and DVI-D on the other, since the video signals are compatible with one another (though DVI-D doesn't carry audio) but if both devices have DVI-D ports, you might just want to stick with that.

I found an old cable DVI-D that i had in some bag and i get no signal when i plug it to monitor and my new graphics card,it might be a falsy cable since ive had it in some storage for like 6 years but ive tried anything and i get no singal, also the DVI-D cable i ordered is coming 2morrow,what can i do to be sure i will be able to use my NEW pc?i dont have a budget for new monitor atm,i need adapter i guess but i understood it has to change the analog singal to digital or vive versa

Oh, you might also need to use the buttons on the monitor to switch the signal to the DVI port. I believe that screen should have a row of buttons on the bottom right edge, and it looks like pressing one of them (possibly the third from the right) when no on-screen menu is active should toggle between VGA and DVI input. Otherwise, it will still keep trying to display the image from the VGA port, which is not hooked up.
