[SOLVED] New system randomly shuts down.

I bought a new system because my old build started randomly shutting down. So I got new components and the exact same thing happened. PSU failed the paperclip test so I bought another one and now, 2 months later, I'm back where I started.
I was just getting ready to install Windows and while in UEFI it randomly shuts down. Starts up about a minute later for about 10 seconds and again...

System specs:
Ryzen 5 2600
ASRock B450 Pro4
Corsair Vengeance 2x8 GB 3000 MHz
Corsair CX550M
XFX 590

Used from old build:
Crucial M4 128 GB 2.5" SSD
Seagate Barracuda 1 TB 3.5" HDD
Cooler Master Elite 310 Mid tower
Some Asus DVD reader
 
Solution
to made sure it is not the front panel switch unplug it from board and gently touch the 2 pins momentary to se if system boot pus under power without flipping back swithc on it on and off .

I have completely taken it apart and reassembled it like 4-5 times now with no prevail. I had the same problem with old parts but it happened only about once a year and worked perfectly fine after. Since I have tried both drives individually and failed both times, could the problem possibly be in the case?
