Question New System, Severe Under-Performance

Just built a new pc - Specs
Old pc - Specs

Noticing some huge performance issues, Im getting lower fps than i did on the same settings on my old system which had an i5 4460 and a gtx 960 sc 4gb, note that my new system has a ryzen 7 1700x and a vega 64. I dont know why its happening, I have the latest drivers.

Any help will be super appreciated, thanks!

did you do a fresh os install?

what game?

Games I have tried so far include rocket league, league of legends, and forza horizon 4, forza has the most issues. the other games also get lower fps but its not as noticeable. but i guess that probably makes sense since forza requires more to run than the other two.

I just built it two days ago, had some issues and had to restore it and reinstall windows, still having some other issues which i have posted about, not sure if they are linked but... the card is a refurb so idk if it comes throttled or not or how to check, on afterburner it looks like it goes up to its stock clock of 945mhz and my ram speed caps at about 500mhz according to afterburner however it is 3200mhz ddr4 ram.

yeah, its a 16gb stick of 3200mhz ddr4 sdram by oloy, not the best brand but. could that be an issue?
