New System, Still Not Working

Building a new system for my dad and it is not working. Everything will turn on but will not boot into windows or even into the BIOS. Thought it was a bad mobo so RMA'd it.

Gigabyte told me they tested the board in multiple configurations and could not find an issue. Tried the power supply in a different system and it works fine. HDD works in another system also. Tried booting with each stick of RAM by itself in each slot and would not boot. RMA'd the CPU, just got the new one and still no dice. I tried the RAM trick again and still wouldn't boot. Of course I don't have any extra compatible parts lying around to test anything with.

Could the RAM be bad? Is the motherboard bad and Gigabyte just doesn't want to deal with it? I'm at a complete loss as to where to go from here. Thanks in advance for any assistance.

So sorry I am just now getting back to you, I never received an email saying that the question was answered.

I just moved and got rid of all my extra computer parts so I really can't test it. Thanks for the answer though I'll work on this as the issue.
