[SOLVED] New System won't post; CPU fan spins once then stops; Case fans+GPU power on

Hello Everybody! Just built a basically new system, and it won't post. On power on the case fans + gpu and LEDs all come on fine, but the CPU fan spins once then just stops. I know it's not a problem with the fan because when the CPU power is disconnected the fan spins continuously; I suspect the CPU itself is bad. The only diagnostic info my motherboard gives me is an LED labeled "dram", though I've tried multiple different sticks that i know work. I don't think the motherboard is fried because all the leds + fans come on, and on a CMOS reset it powers off then back on like it should. I've already tried removing the motherboard's battery. SHould I try to re-seat the CPU? I didn't see any bent pins when I first opened it from the box.
System specs are:
ROG STRIX B450-F Gaming Motherboard
AMD Ryzen 7 3700x CPU
Corsair Vengeance LPX ddr4 3000
Corsair RM 850X PSU
GTX 1080 GPU

You most likely need a bios update for the motherboard to run a 3700X CPU.
