New to AMD Phenom X4 955 ,some questions

i know noob-stupid questions but id rather be safe than sorry

1) Cool and Quite is [Enabled] in bios, is this whats making my CPU 800mhz clock speed and is it normal to idle at 800mhz?
2) im using the integrated HD 4290 and running GPUz seems to push the clock at 3200mhz and GPUz can become unresponsive, what could be the problem?
3) im using the stock fan since i have no plans to overclock for now, lowest idle gets 29 while running GPUz that can become unresponsive at full load at 42, this are good temps right?

1.) Yes, Cool 'n' Quiet is what is making your CPU downclock to 800MHz at idle.
2.) Do you mean CPU-Z? Because I'm pretty sure that the Radeon HD 4290 runs at 3.2GHz. If you try and load the CPU to 100% and run CPU-Z, it could be that the cores are too stressed, and CPU-Z becomes unresponsive.
3.) I'm supposing you're referring to CPU-Z in this question. The temperatures are fine, just make sure they're below ~ 54°C during full load/Prime 95.

Solution
1) ok at first i though i had a bad cpu, as i said new to amd, came from p4 s478
2) i mean GPU-z to check the HD 4290 specs
3) ok atleat i know im eay below the limit
 
1) Yes, perfectly normal, and yes this is due to Cool n Quiet. Leave it on.
2) Not sure. GPU-z has a bad habit of checking for updates at start-up; maybe it's trying to find an internet connection and can't, which causes the slow response.
3) Very good temps, especially for a stock cooler.

As a side-note, I would advise that you uninstall GPU-z, grab the latest version, re-install, and tell it not to check for updates on start-up.
