I'm looking for a good cpu that will overclock and my budget is 250-300
Also Can you Link a 140mm Water Cooler that is good

Yes I have 8gb of ddr4 ram soon to be 16 and the motherboard is MSI Performance GAMING Intel 8th Gen LGA 1151 M.2 D-Sub DVI DP USB 3.0 Gigabit LAN CFX ATX Motherboard (Z370 GAMING PLUS) and is this motherboard good or should I upgrape it

The biggest problem you face is that availability of Intel CPU's is a serious problem right now. Intel have posted notice that they expect to be short by 2 million CPU units in Q4. This means the chances of you being able to pick up an over-clockable CPU in the price range you are looking, very unlikely. I'm not saying this to dampen your spirits, its just a reality, Intel cant meet demand so prices of existing supply are going up.

It may be worthwhile checking the second hand market for 8th generation CPU's, although some Z370 Boards can support 9th Generation CPU's an 8th Generation part may meet your requirements in terms of price. You are specifically looking for Intel K series parts if you are interested in overclocking.
