New to pc building. Are these good parts for a build?

CPU: Intel core i5 4460 3.2GHz quad core processor
Motherboard: ASRock H97M pro 4 micro ATX LGA1150
CPU Cooler: Deepcool GAMMAXX 400 74.3 CFM
RAM: Kingston HyperX Fury Black 16GB (2-8GB) DDR3-1866
GPU: EVGA GeForce GTX 1060 6GB 6GB
PSU: Corsair CXM 750W 80+ Bronze Certified Semi-modular ATX Power Supply
Hard Drive: Seagate Barracuda 3TB 3.5" 7200RPM

I have a 4k monitor

Would like feedback, is this all i would need? Can i run games in 4k? Should i step up to the i7? Anything would help honestly.

So, I ran a test with my 1060 6GB, and tried to play TR in 4K at 30hz. It was not very pretty. I had about 21-23 FPS. I would suggest upgrading to the 1070 or even 1080 if you can. 4K gaming is not very promising.

Other than that, everything else looks pretty solid for me.

Well, you possibly can step down to 1440p, but looks like a nice budget build. Everything will work fine
