Question new to pc, issue with mb and ram

Hello everyone,
I recently built my first pc and have minimal knowledge on the technical parts of building. I am currently running a MSI-Z370 Tomahwak MB and Corsair-Vengeance LPX 16gb ram. I ran into the issue of one of the ram not reading. When the ram is plugged in the second and fourth slot, my pc doesn't boot up. However, when only one ram is plugged in(3rd slot) or both plugged in (1st and 3rd slot) it starts up. Even if it does start up and go into my setting, only one of the ram is being processed (8gb). Is this an issue of ether the mb or ram being broken? OR Is there any way that I can fix this issue without buying new parts?

It could be the RAM, motherboard or bent pins on the CPU socket.
Place one RAM module on A2 slot (2nd form CPU) and the other on B1 slot (3rd from CPU)
Does it show the 16GB of RAM in the BIOS?

When I place the ram into A2 & B1 the mother board has a red blinking light on the CPU & DRAM. Also the monitor won’t even turn on.

That's is not the model.
DDR4 is the RAM generation and 3000 is the transfer speed.
The model # is on a sticker on the RAM module. You could use an app like CPUZ to find the model.
Is that an 8GB kit?
