So what this will do is start your computer with the minimal amount of "stuff" need to run the computer. If there is something on your laptop that is making the fans run high then when you start in safe mode the fans should run normally. If they still run high then that tells us that it is something else, either a setting in the pre-Windows environment (BIOS) or something is actually running hot and the fan is trying to cool it.

boot into bios and enable the fan control options. you should also see options for the min and max temps at which the fan slows or ramps up.
adjust as needed.
