[SOLVED] new upgraded system gets into boot loop

I am trying to upgrade my old computer with new components:
CPU: AMD Ryzen 3 3200G
Motherboard: ASRock B450M/AC AM4
Memory: OLOy 16G*2 288-pin DDR4 3200 (PC4 25600) MHz C16
Hardrive: two Samsung 860 EVO 500GB SSD
other components just use my old set up. I download Windows 10 bootup disk to a USB drive.

However, the system wont boot up and seems gets into a boot loop and I also cannot get into CMOS, my monitor shows no signal either. Can someone give me some advice? is that related to memory? I tried to use just one memory stick and try different slot, not working either.

Yes, same boot loop without ram.

my power is Antech EA-750 btw, it is a rather old power i had with my old computer.

Try testing the board outside the case and check the wires connections. If still the same, try different power supply.
